When Ariba Contract Compliance creates a contract, the status changes from Created to Open immediately (if the effective date has passed), or the status remains Created until a user opens it or the UpdateMasterAgreementStates scheduled task runs, changing the status to Open.

When a contract has the Open status, Ariba Contract Compliance emails a notification message to the requester and to users who have permission to edit the contract (typically purchasing agents), informing them that the contract is open and release orders can be created against it.
