When a contract contains non-catalog items, Ariba Contract Compliance creates and loads a subscription for the non-catalog items so that users creating requisitions can search on those items. If the subscription load fails, Ariba Contract Compliance sends this notification message to the contact specified on the contract and to users who have the ContractManager permission (typically purchasing agents).
